The people he meets are individuals who remove time from their day to converse with their neighbor, think about the climate, and appear to find a sense of contentment with themselves. The creator doesn't make the tale about himself, he makes it about the individuals and spots he visits. He gets inside their heads and shows us the world as observed through their eyes.
